The form chez, like the forms à and de is a preposition and occurs before nouns and pronouns. However, chez occurs only before a noun (or pronoun) which refers to a person, à has no such restriction:

On fait nettoyer les costumes chez le teinturier. | You have your suits cleaned at the dry cleaner’s. |
On fait nettoyer les costumes à la teinturerie. | You have your suits cleaned at the dry cleaning shop. |
In fact, the two forms:
Je vais chez le boulanger / Je vais à la boulangerie
have exactly the same meaning, but the two prepositions are not interchangeable.
